In 2009, the Canadian government released a famous commercial featuring a man whose room was transformed overnight with Canadian flags and maple syrup. The narrator’s voice promised: “You or someone you know may wake up Canadian.”For over 15 years, that promise was limited by a "first-generation cut-off." But as of December 15, 2025, that door has swung wide open again. Thanks to the passing of Bill C-3, the "Waking up Canadian" feeling is back, and it might apply to you.

The Bill C-3 Revolution

Following the landmark court case Bjorkquist v. Canada, the Ontario Superior Court ruled that limiting citizenship to only the first generation born abroad was unconstitutional. The government listened.What has changed?
The rigid "first-generation limit" is gone. If you were born abroad to a Canadian parent - even if that parent was also born abroad - you may now be a Canadian citizen by descent.

The New Rules: A Quick Guide

The new law introduces a "Substantial Connection" test to ensure Canadian citizenship remains meaningful across generations.Born BEFORE Dec 15, 2025: If you have a qualifying Canadian ancestor and a clear chain of descent, you may effectively be a citizen right now. You are not required to prove a substantial connection to Canada.Born AFTER Dec 15, 2025: To pass citizenship to a child born abroad, the Canadian parent must now prove they spent at least 1,095 days (three years) physically present in Canada at some point before the child's birth.
